How to track volunteer hours

To track volunteer hours, record each shift on its own line: who worked, when, in what role and program, for how many hours, and who confirmed it. Keep a register of each volunteer's role, background check and licenses beside the log. Then total the hours by program each month and value them for each audience, since a newsletter, a grant match and audited financial statements count them differently.

Log every hour as though someone will check it, because a grant monitor or an auditor might. A monthly total typed in from memory can't be verified. A dated shift that a supervisor confirmed can.

Decide what the hours are for

Volunteer hours end up in several places, and each one asks for different detail. Settle which apply to you before you design the log, because you can't add a missing date or program to last year's hours.

Track volunteer hours shift by shift

Capture each shift the day it happens, from a sign-in sheet, a kiosk or a short form, and have the supervisor confirm it within the week. Every entry needs the same six facts.

  • The date, with start and end times
  • The volunteer's name or ID
  • The role, and the task done
  • The program, and the grant if the hours count toward its match
  • The hours worked
  • Who confirmed the entry

Under US federal grant rules, a match has to be verifiable in your records1 and can't count toward another federal award. The same section says the value of in-kind contributions must be documented and, where feasible, supported by the same methods you use internally. If your staff fill in timesheets that a manager approves, volunteers on a matched program should too.

File the sign-in sheets with the log. Federal award records must be kept for three years from the date you submit the final financial report2. If an audit, claim or lawsuit starts within that time, keep them until it's resolved.

Keep a register beside the log

The register holds what doesn't change from shift to shift: each volunteer's role, start date, background check date, and any license or certification with its number and expiry date. Add privacy training dates for roles that see client records. Include board members, because Form 990 asks for the number of volunteers, including volunteer board members3, on Part I, line 6.

Then check dates, not boxes. A nurse whose license lapsed for three weeks in March wasn't licensed for a shift in that gap, even if it's current today. The federal Volunteer Protection Act shields volunteers from personal liability for harm only if they were properly licensed, certified, or authorized4 for the work, where that's required. Spell out each role's clearances in your volunteer training manual.

Look 60 days ahead

Each month, sort the register by expiry date and contact anyone whose license or background check runs out within 60 days. A renewal chased early costs nothing. A lapse found later means reviewing shifts already worked.

Price each role, not one average

Many nonprofits use Independent Sector's figure to show what volunteer time is worth. Its latest estimate, released with the University of Maryland's Do Good Institute in April 2026, puts the value of a volunteer hour at $36.14 for 20255. The figure is preliminary, and each state has its own. It's a general average, and Independent Sector says it isn't designed for special cases, such as a retiree volunteering legal expertise.

A federal grant match prices the role instead. Use what you pay for similar work1, or, when no one on staff has the skills, what similar work pays in the labor market you'd hire from. You may add reasonable fringe benefits either way. So a receptionist's hour and a volunteer nurse's hour are worth different amounts, and neither is priced at the national average.

ExampleOne clinic's quarter, valued three waysAn illustrative example written for this guide. The clinic and its rates are made up.

Front desk: 300 hours. The clinic pays its receptionist $19.00 an hour, or $23.75 with its 25% fringe rate.

Health screenings by a volunteer nurse: 60 hours. No nurse on staff, and local job postings pay $45.00 an hour, or $56.25 with fringe.

Annual report: 360 hours at $36.14 = $13,010.40.

Federal match: 300 hours at $23.75 plus 60 hours at $56.25 = $10,500.

Financial statements: only the nurse's 60 hours, at fair value, if the clinic would otherwise have paid for a nurse. The front-desk hours go in the notes as hours.

  • Three totals, none wrong. Each answers a different question. The mistake is using one in place of another, such as the annual report figure in a match claim.
  • The rate follows the role. The receptionist is priced at the clinic's own wage, the nurse at the market rate, since it employs no nurse.

Know what audits and Form 990 accept

Audited financial statements are stricter. Under US accounting rules (ASC 958-605-25-16), donated services are recorded as revenue only if they create or enhance a nonfinancial asset or need specialized skills6. Skilled work must also come from someone who has the skill, and be work you'd otherwise pay for.

The rule's examples include accountants, carpenters, lawyers, nurses and teachers. Some training doesn't necessarily make a specialist. PwC's guide cites the standard's own example: a volunteer the charity trained to help people read lacks a reading teacher's specialized skills.

Volunteer work that doesn't qualify still belongs in the notes, which must describe the programs volunteers served and the nature and extent of their services6. The number of donated hours and its trend is one accepted measure. A log that records the program on every shift supplies both.

Form 990 asks for a headcount and keeps donated services out of revenue. The IRS doesn't allow the value of donated services on Part VIII's contributions line3, even when your audited statements record it. You can mention the value when you describe a program in Part III.

Agree the method with your auditor

Whether a role passes the specialized-skill test, and at what fair value, are judgments your auditor will review. Agree your rates and method with them before you book anything, and check a federal award's match terms with its grants officer.

Close each month, then thank people

  1. Chase the gaps

Fix shifts with no confirmation or no program while people still remember.

  2. Check the dates

Compare every skilled shift with the license dates in the register.

  3. Total by program

Add up hours by program, grant and role, and compare them with last month.

  4. Note milestones

List volunteers who passed 25, 100 or 250 hours, so someone thanks them.

In a 2004 Urban Institute study of US charities, recognizing volunteers was tied to keeping them7, while documenting their numbers and hours was not, though it helped in other ways. Hour milestones keep recognition fair: a front-desk volunteer's 100th hour deserves the same note as a nurse's.

Before you report the hours

  • Every shift has a date, a program and a confirmation
  • Skilled shifts fall inside a current license or certification
  • Match hours sit on the funded program and no other federal award
  • Each total uses the rate its audience requires
  • Sign-in sheets are filed with the log

Show the match as its own line in your grant budget, and use the same program names in your grant report. The template on this page opens in River, which checks each shift against your credential dates and values the hours role by role.

How to use this template

Use the files as they are, or open them in River. River asks for your volunteer roster, this period's hours by date, your background check and license records, and what you pay staff for similar work. It checks each shift against the credential dates, prices every role, and shows which hours could be recorded as revenue and which count only toward a match.

Then it reports the total against the national rate, any hours it left out and why, and credentials that expire within 60 days. River also drafts role descriptions, a recognition plan and onboarding for roles you're recruiting. It doesn't schedule shifts, and the accounting call stays with your accountant.

  1. Download it or open it in River

Download the four Word documents and three CSV sheets with no signup, or open them in River to start from your own roster.

  2. Fill in the Volunteer Register

Add each volunteer's role, background check and any license or certification, each with its actual expiry date.

  3. Log hours and check dates

Enter each volunteer's hours by month and program, noting when skilled shifts happened, then check those against license dates, or ask River to.

  4. Value the hours and report

Price each role in the In-kind Value Calculation sheet, then take the totals to your grant report or accountant.

V-02's license lapsed for 21 days between a renewal deadline and the paperwork clearing, and she worked one screening shift squarely inside that gap. That is not a rate problem. She did not possess a current license on the day she worked those hours, so the sheet treats them as failing the specialized-skill test. Separately, if the work required a license, the Volunteer Protection Act would not have shielded her from liability on that shift.

The blanket rate is wrong in both directions at once: it undervalues the nurse, the educator and the accountant by more than it overvalues the two unskilled roles, and it never catches the four hours the sheet excludes.

Common questions

How do you track volunteer hours?

Log each shift as it happens, with the date, the volunteer, the role, the program, the hours and who confirmed them. A sign-in sheet or a short same-day form works; memory at month end doesn't. Review entries weekly, then total hours by program each month. A spreadsheet is enough for most small programs.

What is the value of a volunteer hour in 2026?

Independent Sector's latest national estimate, released in April 2026, is $36.14 an hour for 2025. It's based on preliminary wage data, and each state has its own figure. It suits newsletters and annual reports. A grant match or audited statements need rates tied to the actual work, such as your own pay rate for similar work.

Can volunteer hours count as a grant match?

Often, yes. Under federal rules (2 CFR 200.306), the work must be necessary for the program, the hours verifiable in your records and not claimed by any other federal award. Value each role at your own pay rate for similar work, or the market rate if no one on staff has the skills. You may add reasonable fringe. Private funders set their own rules.

Can volunteer time be recorded as revenue?

Only some of it. Under US GAAP (ASC 958-605), donated services are recorded when they build or improve an asset, such as a building. They're also recorded when they need specialized skills the volunteer has and you'd otherwise pay for, like a nurse's or a CPA's. Other volunteer work is described in the notes, for example by hours given. Your auditor reviews the judgment.

Do volunteer hours go on Form 990?

Form 990 asks how many people volunteered, not their hours. Part I, line 6 wants the year's count, volunteer board members included, and a reasonable estimate is fine if you don't track it. You may add hours on Schedule O. Donated services can't be counted as revenue in Part VIII, though you may mention their value in a Part III program description.

Is this volunteer hours template free?

Yes. Download the four Word documents and three CSV sheets with no signup. The sheets come filled in with a made-up community health nonprofit's quarter, so you can see how the register, log and valuation connect before you replace it with your own. Edit with AI opens the same template in River.

What does Edit with AI do?

It opens the template in a free River workspace. Send your roster, the period's dated hours and your license and background check records. River checks every shift against those dates, values each role, separates revenue-eligible hours from match-only ones, and flags credentials expiring within 60 days. It won't schedule shifts or replace your accountant's judgment.
